Scavenging in the exhaust occurs, in relation to back pressure, when there is not enough to keep the flow of air smooth. During those uneven times the lack of pressure causes the fuel/air mixture that's in the cylinder/combustion chamber to be sucked/scavenged into the exhaust. Since it's ripe for detonation and the exhaust is already hot, you get a POP.
